One county, more than one health authority
Texas public pool rules are statewide. Enforcement is local. Inside an incorporated city the city health department may be the office that permits and inspects. In unincorporated Harris County, the county health office is the usual starting point. Extra-territorial areas and recent annexations, especially around Houston, Humble, and the northern suburbs, catch managers who trust the mailing city.
Class A, B, and C public pools are required to be under the supervision of a certified operator, who does not have to stand on the deck every hour. Someone still has to test and record disinfectant and pH on the schedule in the current 25 TAC 265.193 while the pool is open. A vendor visit does not replace that. The FAQ and the field notes walk through the difference between state rules and CDC guidance without pretending this site is the regulator.
How properties in this county should prepare
Before comparing service options, write down the vessels, the open hours, the clean-filter pressure if you know it, and the name of the person who can close the gate.
