Texas public pool rules are statewide. Enforcement is local. Inside an incorporated city the city health department may be the office that permits and inspects. In unincorporated Fort Bend County, the county health office is the usual starting point. Class A, B, and C public pools are required to be under the supervision of a certified operator, who does not have to stand on the deck every hour.
